Adlan Taramov’s life journey is defined by resilience, a passion for community building, and an abiding gratitude for Canadian democracy. Born in 1985 in Grozny, Chechnya, Adlan spent his childhood navigating the collapse of the Soviet Union, war, and displacement across Central Asia, the South Caucasus, and Europe. After arriving in Canada as a refugee in 2004, Adlan found safety, generosity, and opportunity—qualities that sparked his lifelong commitment to public service. This drive to give back started early; even before coming to Canada, he served as a communications director and advocate at a refugee school in Azerbaijan. Once in Toronto, he continued this front-line community work as an interpreter at the COSTI Immigrant Reception Centre, directly assisting newcomers navigating the shelter system.

Adlan pursued higher education at the University of Toronto, earning a Bachelor of Arts in Political Science and History, followed by a Master of Arts from the Munk School of Global Affairs. Working as a university research assistant focused on security and public policy, his graduate studies equipped him with a deep understanding of governance, evidence-based decision making, and community systems. Translating this academic foundation into practice, Adlan has spent over a decade working directly at the intersection of public policy, community advocacy, and government service. He served as a caseworker and constituency assistant in Ontario Legislative Assembly (MPP) offices in Toronto Centre, as well as in Member of Parliament (MP) constituency offices in Scarborough Centre and Parkdale–High Park. In these roles, Adlan worked on the front lines helping residents navigate complex government services, solve local municipal and federal issues, and access public resources.

His administrative and leadership experience spans both the public and private sectors—from managing operations in security management to serving within Immigration, Refugees and Citizenship Canada (IRCC). Today, Adlan is a self-employed Regulated Canadian Immigration Consultant (RCIC-IRB) and the founder and CEO of Starboard Immigration Services Inc., advocating for clients before federal tribunals and guiding families through the legal system.

A Hamilton resident since 2015, Adlan has fallen deeply in love with the city’s unique identity—from the Niagara Escarpment, its world-class waterfalls, and historic sites, to the surrounding farmland and conservation areas. He is running for City Councillor in Ward 8 to bring responsive, hands-on representation to City Hall, ensuring neighborhood development respects local history while building a clean, modern, and forward-looking economy for Hamilton.

When he isn’t knocking on doors or assisting clients, Adlan is an accomplished pianist who enjoys classical and world music, reading science fiction and political philosophy, playing soccer and tennis, and staying active along Hamilton’s trails.‍
